Three accreditation schemes, one statutory framework

UK construction tender qualification runs on three pre-qualification schemes — CHAS, Constructionline, and SafeContractor — plus the statutory CDM 2015 regulations that govern duty-holder responsibilities on every project. Most main contractors require at least two scheme memberships; some require all three.

The construction-compliance burden is fundamentally about three things: passing your annual SSIP (Safety Schemes in Procurement) re-assessment by maintaining current evidence, fulfilling your CDM 2015 duty-holder role on every active project, and demonstrating ongoing competence through training records, RAMS, and incident handling. Each scheme has its own questionnaire and evidence demands; the underlying ISO 45001 H&S management system underpins them all.

CDM 2015

Construction (Design and Management) Regulations 2015

UK statutory law for every construction project. Duty-holder roles (Client, Principal Designer, Principal Contractor, Designers, Contractors), pre-construction information, construction phase plans, health and safety files. PICMS tracks duty-holder appointments and CDM evidence per project.

ISO 45001:2018

Occupational Health and Safety Management System

Increasingly demanded on top of SSIP schemes for tier-1 frameworks and major contractor pre-qualification. PICMS includes the full ISO 45001 module set if you upgrade beyond the Construction Starter tier.

RIDDOR 2013

Reporting of Injuries, Diseases and Dangerous Occurrences

Statutory reporting to HSE for specified workplace incidents. PICMS Incident Command Centre flags RIDDOR-reportable events at log-time and tracks the 10-day or 15-day notification deadline (depending on incident type).

What PICMS does not do

Auditor-credible vendors don't pretend software replaces site safety. PICMS does not:

  • Replace your H&S Manager / SHE Lead. Site safety is a competent-person discipline.
  • Submit your CHAS / Constructionline / SafeContractor renewal for you. PICMS organises the evidence; the assessor portal submission is yours.
  • Submit RIDDOR for you. PICMS flags reportable events and tracks the deadline; the actual HSE RIDDOR portal submission is yours.
  • Replace the Principal Designer or Principal Contractor competent-person duties under CDM 2015. Those roles still need real people with the right experience.
